What was he thinking?

Wow! You have to wonder what the 67-year-old resident was thinking (Joe Aiello's article last week on the house fire hampered by the snow-buried hydrant) when he said that the city or the fire department should ensure all fire hydrants were accessible and that digging them out wasn't his responsibility. Was he thinking at all?
