Our Say: State budget seems to be ‘consistent’

When it comes to the state budget, Gov. Martin O’Malley is consistent. The fiscal 2011 spending plan he announced recently makes it clear that, even as he fights a rear-guard action against a $2 billion revenue shortfall, he is still trying to defend the same core priorities.

He also continues resorting to fiscal maneuvers that will be — and ought to be — questioned.
